Which ships need to comply?

All ships designed or constructed to carry ballast water must comply unless:

  • The vessel operates in the waters of one Party to the Convention.
  • The vessel has an exemption. (Refer to Convention: Article 3; Regulations A-3 and A-4)

Fluids that require monitoring:  

  • The entry into force (EIF) of the BWM Convention is 8 Sept 2017.  
  • New vessels (built on or after 8 Sept 2017) meet D-2 standards.  
  • Existing ships (built before 8 Sept 2017) meet D-2 standards at their first IOPP renewal survey after 8 Sept 2019. 
  • All vessels comply with D-2 standards by 8 Sept 2024.

Type approvals 

Nearly all Ballast Water Management Systems (BWMS) receive Type Approval. The conditions of ambient ballast water vary significantly around the world and as a result, there is no single BWMS that fits every purpose. Most systems are designed to meet the majority of general conditions.
