Testing pet care products: ensuring safety and scientific rigour

 

The rapid growth of the pet care market is drawing focus to the development of this product category. However, unlike cosmetics, pet care products do not fall within the scope of European Regulation (EC) No 1223/2009 on cosmetics but are governed by Regulation (EU) 2023/988 on general product safety, and also fall under REACH and CLP regulations. Depending on their composition and claims, these products may also fall under the regulatory frameworks applicable to biocides or ‘veterinary medicines’, which adds a complexity that requires a precise understanding of the regulations.

While current legislation - notably the July 2025 French draft bill (Law No. 1711) - emphasises protecting the health of pet groomers, the industry increasingly recognises its dual responsibility to ensure product safety for both animals and humans (including pet owners and grooming professionals). Internationally, regulatory approaches vary: Switzerland enforces chemical laws; Australia follows a veterinary model with flexible thresholds; and the new Chinese standard GB/T 43839 (2024) defines technical safety criteria for foreseeable misuse, alongside proposed ISO initiatives to harmonise standards globally.
